Add namespace / stakeTo / review council and README change

Made some changes to the vetoken protocols.

1. Introduce namespace, which will be the seeds of token_mint + deployer, so that we can safely test multiple tokens on mainnet.
2. Make the namespace configurable so that most of the important parameters can be changed by the security council
3. Introduce the review council, so that proposal's creation and update are gated by the review council, which is set by the security council on voting.
4. Introduce stakeTo which makes the security council can deposit and stake the tokens for users, and at the same time has a toggle to disable rewards multiplier

These marks the vetoken ready for security audit.
