Fetching the workspace is already pretty slow, and doing it cross-region (for #6840) is unbearable. Quick examination suggests most of the size is snapshots, which we probably don't need. So keep only the most recent snapshot in each directory. Also move the pruning to a script, as it gets more complicated.
And separately, try archiving the workspace at either end, to minimise transport costs.
