[Fancy Zones] Fixed accessibility text of monitors on Layout Editor

Summary of the Pull Request

Improved accessibility text of monitors (referred to as "layout" in the linked issue) as follows:

• Name: From {Index} to Monitor {Index}
• HelpText: (None) to {Resources.Dimensions} {Dimensions}, {Resources.Scaling} {Scaling}

Note that with default settings, Narrator does not read out HelpText on this control - it needs the Narrator + 0 keyboard command ("Read item advanced").
