docs(react-tooltip): add Tooltip and overflow content example #33278

Adding an additional example to our react-tooltip component, demonstrating a controlled tooltip with overflow logic. This feature was available in Fluent UI v8 through a built-in overflowMode prop, but it is not supported in the current v9 API, users should use onVisibilityChange. Partners have been asking how to replicate this functionality in v9. While the migration documentation notes the absence of overflowMode, this example aims to address the scenario.

We can approach this in two ways: either clarify that managing tooltip with overflow is now a user responsibility (as a "by design" decision) or provide this example to guide users on implementing it.

UPD: found that onlyIfTruncated example existed before in preview version and was removed later here. We may get it back, if this will help partners with migration, let's decide.
