Bigger update with a lot of changes.

• Many fixes for pplc/ppld

• Improved compatibility to older PPL versions

• Language server improvements - fixed semantic highlighting issues

• PPE Runtime improvements - got a number of PPEs running in my demo board

• Fresh IcyBoard is installed with more features

• Improved PCBoard importer - however not sure if it makes even sense, need feedback here

• icbsetup has a new command: ppe-convert this helps converting ppe installations to utf-8. It's easier to work with utf-8 these days. However icy board is cp437 compatible. But don't fear to convert everything to utf-8.

• TUI tools should now work again. Got some library changes.
