chore: bump pipelines Ubuntu to latest 24.04

What I did

1. Bumped pipelines Ubuntu to latest 24.04
2. Bumped playwright version to latest which works in GitHub Actions Ubuntu 24.04 (see [Feature]: Support Ubuntu 24.04 microsoft/playwright#30368)
3. Added a workaround for Chrome sandbox issue which happens since Ubuntu 24.04
