Bump to dev-java/commons-text-1.11.0 & update SRC_URI

Closes #179

Updates `SRC_URI` to reflect an archive location where source will
always be available.

Also modifies the `MAVEN_ID` to use the `${PVR}` automatically so that
package version and revision are used without the need for manually
updating when versions/revision increment.
