UT: partial rewrite to support 2025

Looks like UT webmaster has had some fun implementing a new API. Appears to me that 2025 session is using that API to dynamically render bill detail pages, which otherwise look identical to older sessions. But older sessions are still rendering static-ish HTML.

This scraper is going to need more work as we get more UT data in here:

• Actions: I don't have much base data to work with, so not sure how much of the existing actor classification logic will work or need to be re-implemented. Classifications may also need a look.
• Votes: I don't have any vote data here yet, so no Vote logic is implemented
