Description

Adds:

ChainIdentityV2 which includes the github_repo field.

SubnetIdentityV2 with the new fields subnet_url, discord, description and additional.

commit_reveal_weights_interval renamed to commit_reveal_period.

emission_values renamed to emission_value.

Closes #1177
