I just re-discovered this branch. The changes appear reasonable. Probably needs rebasing.

I forget the original motivation and goals for these changes, but they look good so are probably worth updating and using.

This stops the default value showing in `[p]help timeout`

Improve intuitivity by using enable/disable instead of true/false/yes/no

cause why not ¯\_(ツ)_/¯

albeit somewhat hackily.
