This RC release is for the ARC (Architecture Review Committee) review step in RVI ratification process.

This release addresses comments and feedback provided in #79

Changelog:

Reserve bits for future RAS source descriptor formats.
Explain various suspend state latency terms and their relation.
Re-arrange SERVICEGROUP_ID assignments.
Add SYSTEM_MSI service group. This service group is added to resolve comments from ARC to improve the MSI services in BASE service group. This service group removes the MSI services from the BASE service group and provides a generic services for both MSI doorbell and also for other usecases.
Improve fast-channels for Performance service group like CPPC service group.
Combine various Voltage level formats as improvement.
Specify the doorbell register width for A2P doorbell.
Explain performance request doorbell details in CPPC service group.
Remove the fast-channels grouping requirement for perf-request and perf-feedback types in CPPC service group.
Do not describe TOKEN as a message sequence number in Message protocol chapter.
Change the name of flags[3] bit for doorbell request.
Add non-normative text for situations due to kexec like mechanisms ARC feedback was to highlight the possibility that some message may be delivered to the OS which are not intended for that OS can be ignored.
Define RPMI Queue Init, Full and Empty condition details as normative text.
Update ON/OFF states in POWER_STATE for Device Power service group.
Formatting improvements in whole spec.

Provide feedback
