Feature gate: #![feature(const_pathbuf_osstring_new)]

This is a tracking issue for making OsString::new and PathBuf::new const functions.

Public API

impl OsString {
    pub const fn new() -> OsString;
}
impl PathBuf {
    pub const fn new() -> PathBuf;
}
