feat: Add turbo for build, lint, and test scripts

This commit introduces turbo, a high-speed npm package runner, into the
project. It adds turbo as a devDependency in package.json and defines
various scripts such as build, lint, and test to use turbo. It also
includes a turbo.json configuration file for task dependencies. The
.gitignore files are updated to ignore turbo related directories.
