What does this PR do?

This PR upgrades Ubuntu version in base image to 24.04:

  • upgrade base image from Ubuntu 20.04 to 24.04
  • rename nlatest to edge images and stop building non-scm for edge tag
  • bump ARG to latest versions in Dockerfiles (technically we don't need it because the versions will be calculated during CI/CD runs, but it's useful for local building)
