- pyproject.toml revsions
- format now complies with PEP 621, now supported by Poetry 2.0
- resolved python 3.13 specifying minimum numpy 2.0.
- added CircleCI build support for python 3.13
- Updated pyproject.com to meet new specifications. - Updated CircleCI build
