feat(bundler): add option to disable CI for just the dmg bundler #11799

Setting CI: false doesn't always work, for example in my tauri-action setting, this broke the update bundle signer for example. I didn't want to have a general GitHub check, even though i plan to set this env var in tauri-action and see what happens, so that we can switch quickly if needed.
