@peytondmurray, this is expected until there is a new release of tfx-bsl on pypi that doesn't include zetaSQL. The build is failing in the testing stage when it tries to install a version of tfx-bsl that isn't released yet. |

Moving this back into draft until a new release of tfx-bsl is up on pypi without zetasql. |

This PR updates the CI workflows to use cibuildwheel for building and testing data-validation. It also adds builds for maxos arm type chips.
Note that the CI will not pass until tfx-bsl 18.1 is released and this repo will have to be added a verified publisher to push to pypi.
