Adding monorepo support and usability fixes

Context

• Bumps dependencies to latest version.
• Migrates to pnpm
• Adds basic CI
• Adds monorepo support
• Removes base-branch input from action
• Removes workflow-id input
• Adds github-token as an explicit input that defaults to ${{ github.token }} so you no longer need to pass it through environment variables.
• Removes dynamic bundle size analysis as it was often a source of unactionable noise when updating dependencies.
• Adds comment-strategy input to skip commenting when no significant changes are present.
