MacOS has trouble with the go libp2p daemon

The commits afterwards seem to be wrong (as the "Building Nim" step finishes too slowly to be caching and too fast to be compiling from scratch).

Disabling MacOS in CI,
Azure go version on Mac seems incompatible with the go-libp2p-daemon we are building:

The new go-libp2p-daemon is required for go1.13 due to:
- go upstream issue: x/xerrors: fails to compile on tip golang/go#32246
- libp2p team fix: Cannot build xerrors on MacOS go1.13 libp2p/go-libp2p-daemon#139
an old go-libp2p-daemon is required for Windows due to:
- Windows failure due to prometheus/client_golang libp2p/go-libp2p-daemon#143
and we have the go version constraint in Azure
