This PR adds a cookie consent banner

I did some housekeeping while at it:

  • Fixed errors on the login page (fetching non-existing scripts and null access. They happen in production too)
  • Modernized/simplified package.json scripts
  • Added asset versioning + module hot reload
  • Formatted (almost) everything
    • Removed unsupported prettier rules
    • Added prettier as a devDependency
  • Specified pnpm version for corepack
