For example, if you are paid by your employer or otherwise contracted to contribute to Astro, you should not also claim a stipend for those hours. |

I agree that's better wording. This also covers the case of someone that has a custom contract that isn't with TATC but Astro itself like me.
Our Open Collective has grown. We are now at the size that we can spend funds on the development of the actual project itself: documentation, maintenance, and development of new features. As such, we are relaxing our eligibility rules to reflect that core maintainers are now eligible to receive funds from the Open Collective.
