Further work to move over from Travis CI.
Includes the commit from #138

the only file really involved in this PR is .github/workflows/scrutinize.yaml

Note, the scrutinize workflow only runs when the code is on the main branch. I managed to test-run it by putting it on the main branch of a fork, see e.g. https://github.com/manicki/Diff/actions/runs/10672426922
