fix hotkey persistence across app restarts #2247

Problem

Hotkeys were being lost when restarting the application.

Solution

Improved JsonSettings to use atomic file operations when saving
Added proper error handling and logging in HotKeyManager
Prevented clearing of hotkey settings on load error
Added validation before saving hotkeys

Testing

Added hotkeys and verified they persist after app restart
