This PR resolves the following vulnerabilities

Use '{shell: false}' to make it harder for a malicious actor to execute commands
Bump jest's version to avoid uncontrolled resource consumption when formatting a string

J=VULN-37751, VULN-38389
TEST=auto

Ran npm run test.
