This is downloaded by livekit-rust-sdk's build process, and so also Zed's build process. Even if this becomes unused it should be kept so that historical versions still build.
This is a version of LiveKit's fork of webrtc sdk. m114_release is the version used by the current version of LiveKit rust-sdks.
Atop m114_release this includes a commit with the patches in the webrtc-sys crate as well as a fix to a port number serialization issue I had (webrtc-sdk#156).
