Introduce bootstrap classes as part of wilma theme

The tenderfoot theme was a response to the call to have a responsive VIVO theme. It does not hurt to have two responsive themes, but tenderfoot already uses Bootstrap as far as I know.

@hauschke There is also the nemo theme. TBH I always thought the tenderfoot theme was somewhat unfinished. Is anyone out there using it, or any variation of it besides nemo? Also, something to be said for the proposed update to wilma using Bootstrap 5, while tenderfoot is on v3.
